The Texas Water Code requires for seller’s whose property is located within a “district which has entered into a contract with a city concerning water and/or sewer rates” shall furnish a separate written notice disclosing the basis of the monthly rate, length of time such rates will be in effect, and the time and/or conditions of annexation by the city implementing such rates “at or prior to the final closing of the sale and purchase. A failure to do so could result in fines and legal fees.
